    There are two contray allegations that explain the effect of schooling, the positive and the negative effect. This contradiction results from different point of view. the natural effect and the practical effect of schooling
    The natural effect of schooling cannot but be explained by positive results, but the practical cannot but be mainly explained by negative results.
    These two contray opinions should be precisely considered. The criterion of this consideration is the accountability of schooling.
    From this point of view, natural effect is not sufficient for explaining the schooling effect, because by the natural effect only intended results could be exhibited. What is more, by the natural effect the negative results of schooling could not be exposed. On the other hand, the practical effect contains not only positive results but also negative results. But, it has the fault that it can not explain the process of these results. But this fault is less serious than the fault that the natural can not expose the negative results. Besides, the ethical problems contained in the practical would be solved and now being solved by the study of human behavior.
    From these arguement, the conclusion is clear. The effect of schooling should be explained by the practical point of view. It is natural that the practical should contain the natural.
    In order to explain the schooling effect on the practical point of view, some unitial problems should be resolved.
