지방정부와 NGO간의 로컬 거버넌스 형성 조건에 관한 연구 = A Study on the Local Governability of Uijeongbu City - Centered on the Consciousness, Attitude, and Experience of the Civil Servants and NGO'S Staffs -

다국어 초록 (Multilingual Abstract)

As 'Governance' is a 'intentional behavior mode' of the related actors, 'Governability(Governance Capability)' is very important to it. Paying due regard to various conceptual approach of Governance, this study examined some indexes of measurement of Governability - Reciprocity, Trust, Coordination & Adjustment, and Network. Making use of these indexes, I have measured the governabilities of civil servants and NGO's staffs in Uijeongbu City in Gyeonggi-do.
In conclusion, the results of this study demonstrate the big gaps between the civil servants' governabilities and the NGO's staffs'. If there are not permanent and definite efforts for forming the local governance, the realization of local governance will not be easy. But in spite of 'the big gaps', it is important that there are some 'common denominators' between both in this study. Therefore permanent and definite efforts through the common denominators will make 'Local Governance' possible.
