We are living in a society where knowledge, technology, information change a lot faster than in the past. So what determines a nation's competitiveness is the flexible human resources that can adapt changing environment. The basic competencies that almost all occupations require are the competencies that a person needs to have to live in the society let alone to get a job. In this aspect, a study on what basic competencies are and how much of these should be reflected to educational courses are important and it can help a nation improve its competitive power.
Based on the list of 75 basic skills obtained through an analysis of literatures or data, several expert meetings, researchers' meetings, and through interview with the employees and employers, 9 scopes and 57 sub elements were identified. Basic vocational skills identified were communication skills, mathematical skills, problem solving skills, self control and development capabilities, resources utilization skills, interpersonal relationship, information skills, technological skills, and organizational understanding skills. Futher, this study analyzed the contents of the 7th nationwide curriculum and surveyed the opinions of the curriculum developers in order to assess how much of the scope of the basic vocational competencies and sub elements are reflected to the nationwide basic curriculum. Furthermore, 'Vocational Competencies Training Agenda' were developed so that basic curriculum should include courses for developing core competencies.
Finally, basic concept, educational goals, contents and action strategies for each competency item were developed, and this study also came up with strategies that could be used when curriculum, textbooks and teaching and studying courses are developed.
