The purpose of this study is to investigate complementary effects between transformational leaderships and traditional leaderships, and to find the most desirable model among the various combination forms consisting of transformational and traditional leaderships. Furthermore, this study is to compare public and private sectors in terms of complementary effects and the most desirable models. The results of this study indicate that, as predicted, the complementary effects of public sector contrast with those of a private sector. In a public sector, transformational leaderships could not complement traditional leaderships but traditional leaderships complemented significantly transformational leaderships. Conversely, in a private sector the complementary effects of transformational leaderships are much stronger than those of traditional leaderships. But the most desirable model is common in both public and private sectors. That is, members whose level of organizational commitment is the highest perceive their leaders perform strongly both transformational and traditional leaderships.
