The purpose of this study was to develop and implement the On-line Teacher`s Appraisal System on the world wide web for use in self report evaluation of elementary, middle and high school teachers. For this, paper-pencil test was developed prior to the on-line test which includes 6 subtests that are Attitude, Specialty, Rapport with students, Relationship with colleges and parents, Instructional Efficiency, and Guidance. 151 items were included for this test. 440 subjects were sampled. The range of correlation coefficiency between each subtest is .45 - .73, and that of between subtest and total is .71 - .95. The range of reliabilities of subtests is .65 - .94 and reliability coefficiency of total test is .97. For the On-line Teacher`s Appraisal Test, the client programs were developed in forms of homepages, The server programs were also developed using Linux 6.1 for Operating System, MySQL for Data Base, Apache 1.3.9 for Web Server, and PHP and Java Script for Language. Interactions of the client-server programs have been tested and implemented on world wide web at http;//psychtest.educyber.org/teacher/enter_teacher.htm. Using this test, a teacher can self-evaluate his/her own goodness as a teacher based on the 5 scale degrees. Furthermore, he/she can perceive in which field he/she shows the most highest and lowest score among the 6 subfields. He/she can have a chance to give special attention to develop the lowest field based on the result. This On-line Test has several strong points. First, because the test can use various colors, it can be attractive to the respondents. Second, any respondent can take the test individually at appropriate place at any time. Third, the test results and interpretations are given right after testing. Fourth, test results are accumulated automatically as data for future analysis. Fifth, individual informations can be securely protected in on-line test compare to paper-pencil test. The limits of this study are as follows. First, item parameters of the on-line test are using those of paper-pencil test. It is recommended that the item parameters be replaced, after on-line test results are accumulated. Second, the sampling procedures for paper-pencil test are not randomized for standardization.
