Telecommunication industry considered as the core one in the 21st century has been shaking after dot-com's collapse and global economy's worse. The rapidly growing mobile operators and tools manufactures show thousands of hundred millions' decline in the Under this situation Each Government and Company is struggling with alternatives which overcome the crisis and its level strategically in the telecommunication industry. In order to prevent mobile phone and wireless high speed Internet services from being in saturation soon, new provision is to needed in the existing telecommunication industry in Korea, and the government should do their best for policy making to maximize customer's profit and operator's competitive power against the criticism on policy misrule and competition for competition principle occurring in advanced countries recently.
Merger and acquisition(M&A) was popular over all the world not only in telecommunication industry but also among inter industries while telecommunication business was booming mainly in internet and mobile sector until 1999, but there have been some sings that the telecommunication industry has been heading for a downturn in US and Europe when Internet bubble has bursts since 2000.
In 2001 telecommunication depression was expedited universally and this caused to reduce tool operators due to rapid curtailment of facility investment and shrink of solid domestic call operators.
The numbers of M&A increased a lot in 2001 compared in 1999, especially in IT. M&A has been increasing in telecommunication service market recently.
Therefore, this study is to analyze characteristics of telecommunication service operators in the market in US, Japan and Korea, and research into crisis situation in main telecommunication operators abroad and implication M&A occurring in the telecommunication service market, and find political implication which affects domestic telecommunication industry through cause and direction of solution for this crisis situation.
