This paper is not a polemic article. Rather, this is an introductory review of policy conflicts and the ethical responsibility of conflict participants. This paper starts from a conceptual introduction of conflict classifications so as to expand understanding various forms of policy conflicts. After reviewing the malfunctions as well as the eufunctions of policy conflict, various forms of response or strategy in a policy conflicts are explained in terms of stake holers’ position as well as the third party’s position. Finally, this paper casts a light on ethical responsibility of the stake holders, the third party, and the government as a conflict controller in a policy conflict situation. The position to discuss ethical responsibility is drawn from democratic realism.
