Recently Korean universities are facing a new competitive enviornment. The major reason for this new enviornment is the reduction of applicants to Korean colleges. This fact changed the previous strategies and tactics of the universities to new ones. Universities should reduce the operating costs and satisfy the customer's needs. Unless they do this, they may go out of the business.
To overcome this new threat, they must employ a new and new strategy. One way to do this is the implementation of TQM(total quality management).
This research analyzes the case study of the Cal Poly State University in the State of California. The Cal Poly introduced the TQM in 1993. The Cal Poly developed the basic rules and the PSM(problems-solving model) to implement the TQM. After four years, the TQM resulted in both tangible and intangible benefits. Student's satisfactions are increased, employees' motivations are increased, the operating costs are decreased, the image of the university is better, and the employment rate of the graduated are increased.
