management, This paper provides an overview of Florida's approach to growth focusing on key elements and implementation of various techniques. Many growth management techniques have been developed as a direct response to the problems and processes associated with urban sprawl. The kinds of problems that growth management system attempt to address—urban sprawl, costly development patterns, traffic congestion, environmental degradation, resource land preservation—could be handled if local, regional and state approaches are well integrated. In Florida, plan submittal and review requirements, consistency requirements, concurrency requirements, impact fee, areas of critical state concern (ACSCs), and developments of regional impact (DRIs) constitute approaches to growth management. The innovation of Florida's system provides valuable insights into Korea's growth management. In particular, the currency requirements may take a strong role in improving the capability of Korea's growth management. Specifically, the infrastructure fee payment district, the new technique of Korea's growth management, is a rudimentary pay-andᄀplay technique, by which urban sprawl and inadequacy of public facilities is not curbed. The technique should be enriched to regulate development concurrent with levels of public services.
