교육과학기술부 출범을 위한 입법과정 분석 -법 정책학적,역사적 신제도주의 관점- = Analysis on the Legislative Process for Institutionng the Ministry of Education and Science and Technology: The Politics of Law and Historical Institutionalism Perspectives

This study investigated the sociopolitical context that affected the establishment of the Ministry of Education and Science and Technology by merging two different ministries - the Ministry of Education and Human Resources Development with the Ministry of Science and Technology. The study found: a) combining two ministries entailed interactive process among policy making, politics and legislation; b) political consideration may not be overemphasized in the legislative process for building the new ministry; c) difference in institutional characteristics of two ministries created tension and conflicts when they were merged; d) the agenda-setting process was important in that it in fact limited the scope of decision-making. To throughly combine two ministries, it is necessary to resolve the cultural, psychological, and institutional conflicts between two parties.
