지방재정의 자율성과 책임성 진단 및 정책방향 = Level Measurement and Policy Direction on Local Financial Autonomy and Responsibility

Our country was reestablished local autonomy system more than 20 years ago. Local finance of factors that make up the local autonomy system is very important because of provides the material foundation for the permanent existence of local government. Thus, analysis on the autonomy and accountability of the local finance is meaningful work.
In this background, the purpose of this study is to measure level and suggest policy direction on local financial autonomy and responsibility. Results of analysis are as follows. Our country is striving for increase the autonomy of local finance. But autonomy of local finance has not improved. On the other side, our country has actively efforts in order to increase the accountability of local finance. And, Local finance of accountability was improved. But efforts to increase accountability of local finance were led by not local residents but central government. This study suggested alternatives to compensate exposed problems.

국문 초록 (Abstract)

지방자치제가 부활된 지도 벌써 20년이 넘었다. 지방자치를 구성하는 다양한 요소들 중 지방재정은 지방자치의 항구적 존립을 위한 기능수행의 물적 토대를 제공하는 본질적 요소이기때문에 매우 중요하다. 따라서 지방자치제의 부활 이후 지방재정의 자율성과 책임성이 어떻게 변화되어 왔는지를 실증적으로 분석해 보는 것은 의미가 있을 것으로 보인다. 이 연구는 지방재정의 자율성과 책임성의 수준을 진단하고 부족한 부분이 발견되면 보완대책을 제언하고자 하는 목적을 가지고 수행되었다.
분석결과 지방재정의 자율성을 제고하기 위하여 일부의 노력이 전개되기는 하였으나 자율성은 신장되지 않았다. 반면 지방재정의 책임성을 확보하기 위한 적극적인 노력이 있었고 실제 성과가 창출되었다. 그러나 지방재정의 책임성 확보노력은 중앙정부가 지방자치단체의 책임성을 확보하고자 하는데 있었다. 상대적으로 지역주민이 지방자치단체의 책임성을 확보하기 위한 수단을 마련하기 위한 노력은 부족한 것으로 나타났다. 이 연구에서는 이와 같은 부족한 부분들에 대한 개선대안을 제안하였다.
