공적 부실채권정리기구의 문제점과 정책대안 - 미국의 사례를 중심으로 -|RISS 상세보기

국문 초록 (Abstract)

미국의 서브프라임 모기지 부실사태로 촉발된 글로벌 금융위기는 전 세계 경제에 심각한 타격을 미치며 국내뿐만 아니라 글로벌 차원의 위기대응 체계에 경종을 울렸다. 특히 금융시장의 글로벌화 등으로 국가의 경제위기가 주변국가 및 전 세계 경제에 빠른 속도로 전파되면서, 위기가 해당 국가의 취약부분에서 또 다른 형태의 위기로 발생하였기때문에 상시적으로 금융위기 발생에 대비한 선제적 위기대응 체계를 수립해야 한다. 부실채권이란 경제행위의 결과로 발생한 채권 중 여신, 미회수 채권 또는 상환 여부가 불투명해진 채권을 말한다. 국내의 경우, 외환위기와 글로벌 금융위기까지 공사 중심의 배드뱅크 또는 기금운용을 통한 위기 대응을 전개하였으나 현재는 민간 부실채권 기관이나 금융회사에서도 부실채권정리를 하고 있다. 2008년 이후, 민간AMC 중심의 부실채권 시장이 형성되면서 대형AMC 전속시장에 따른 독과점이나 시장과열에 따른 가격왜곡, 채권자의 편향적 거래구조에 따른 채무자들의 고통이 증가하고 있는 등 민간 중심의 부실채권정리 구조 고착에 따른 부작용이 발생 되고 있다. 따라서 이러한 민간AMC의 부실채권 시장의 독점에 따른 문제점과 부작용을 조정 할 수 있는 공적부실채권정리기구가 있어 부실채권시장의 전문성과 효율성을 극대화하여야 한다. 본 연구에서는 국내 부실채권정리에 따른 문제점과 필요성과 미국의 사례를 중심으로 부실채권정리기구의 구성과 문제점을 고찰하여 보다 효과적이고 적극적인 대처 필요성과 정책제안을 하고자 한다.
