대형국가연구개발사업 정책의 제도적 분석 = 정책제도의 지속과 변화

국문 초록 (Abstract)

본 연구는 우리나라 대형국가연구개발사업 정책의 제도적 특성을 분석한 것이다. 대표적 사업인 G7 프로젝트, 21C프론티어사업, 차세대성장동력사업을 대상으로 제도의 지속성과 변화를 분석했다. 분석을 위해 신제도주의이론에서 논의하는 정책제도의 지속과 변화, 그리고 진화에 대해 이론적 논의를 했다. 이론적 논의를 통해 정책제도를 분석할 때 거시적 수준, 중범위 수준, 미시적 수준으로 나누어서 살펴보는 것이 필요하다고 강조했다. 그리고 세 개의 대형국가연구개발사업을 대상으로 각 수준별로 정책제도의 이념 또는 정책목표와 정책제도의 참여주체, 그리고 정책수단을 대상으로 제도의 지속과 변화의 특성을 분석했다.
분석결과 거시적 차원에서 우리나라 대형국가연구개발사업이 제도적 지속성을 갖고 있는 것을 밝혀냈다. 하지만 중범위 수준에서는 정책제도가 정권의 변화와 국내외 정치경제적 상황에 따라 변하는 것으로 나타났다. 또한 미시적 수준에서는 정책제도가 정책목표의 상징성과 관료이익에 따라 다양하게 변화하는 것을 알게 되었다. 이러한 중범위 수준과 미시적 수준의 정책제도의 변화는 중층적으로 축적 되어 정책제도가 진화하기도 하고 획기적인 정책제도로 변화할 수도 있다고 보았다.

다국어 초록 (Multilingual Abstract)

This study analyzed the institutional characteristics of large scale national R&D policies in Korea. The analysis examined the continuity and change of the policy institution. It dealt with G7 Project, 21C Frontier Project, and Next Generation Growth Engine Project as the major large scale national R&D policies in Korea. The theoretical approach of this study is to the continuity and change or evolution of policy institution from the perspective of new institutionalism. Based on the theoretical analysis, it emphasized the analysis of the institutions in three different levels: macro, meso, and micro level. In the analysis, the research examined the idea of policy institution or policy goal, participants in the policy institution, and policy instruments in different levels.
The outcome of the analysis shows that the policy of large scale national R&D in Korea has the institutional continuity in the macro level. In the meso level, however, the policy institution changes due to the administration change and the influence of political economic environment. In the micro level, the policy institution changes based on the symbolic influence of policy goal and the interest of bureaucrats. The research finds that the micro and meso level institutional changes cause the evolution of policy institutions and the major change of policy institution.
