공공부문의 생산성 측정을 위한 비방사적 맘퀴스트 생산성지수의 측정방법과 적용

다국어 초록 (Multilingual Abstract)

This paper dealt with the non-radial and output-oriented Malmquist productivity index, which has seldom been applied in world-wide empirical research despite the advantages of accurately measuring productivity change including efficiency change and technical change by reflecting slacks in inputs and outputs.This study explained the concept of productivity, reviewed the measurement methods of radial Malmquist productivity index that have been used in most existing research, developed the measurement methods of the non-radial and output-oriented Malmquist productivity index by utilizing the slacks-based measure of efficiency(SBM) and the slacks-based measure of super-efficiency(Super-SBM) data envelopment analysis(DEA) model, and then suggested an illustrative case study measuring total factor productivity change and its components, which are decomposed into technical efficiency change, technical change, pure technical efficiency change and scale efficiency change, by applying the non-radial and output-oriented Malmquist productivity index to the twenty nine local public development projects managed by either local governments or metropolitan development corporations in Korea.
