공론장의 이론적 진화 = 다원적 민주주의에 대한 함의

국문 초록 (Abstract)

하버마스가 1962년 교수자격취득 논문으로 발표한 〈공론장의 구조변동〉은 이후 그의 평생의 이론적 프로젝트의 기본 골격을 형성하고 있다고 해도 과언이 아니다. 이 글의 목적은 공론장 개념의 이론적 발전 과정을 정리하고 이 개념이 민주주의, 특히 다원적 민주주의에 갖는 함의를 논의하는 것이다. 이 글은 크게 다섯 부분으로 이루어져 있다. 먼저 하버마스가 〈공론장의 구조변동〉에서 서술한 부르주아 공론장이 형성된 역사적 맥락과 그 파괴적 변형과정을 간단히 요약해 제시한다. 둘째, 〈공론장의 구조변동〉 이후 1980년대 후반까지 하버마스가 그의 이론체계를 어떻게 발전시켜 왔는지를 간단히 살펴본다. 셋째, 1989년 이 책의 영역본 출판으로 세계적 관심을 끌게 되면서 부르주아 공론장 개념에 대해 제기되었던 여러 비판들을 크게 경험적 적합성과 규범의 문제, 포용과 배제의 문제, 매개와 재현의 문제로 나누어 정리해 그 의미를 논의한다. 넷째, 이러한 비판들을 수용해 하버마스가 그의 공론장 이론을 재정립한 〈사실성과 타당성〉의 핵심 내용을 소개하고 그 이론적 중요성을 논의한다. 다섯째, 〈사실성과 타당성〉 이후 민족국가의 범위를 넘어 민주주의의 가능성을 탐색하고 있는 하버마스의 다양한 저작들을 살펴보고 이들이 다원적 공론장에 대해 갖는 함의를 헌법애국주의와 다문화주의를 중심으로 논의한다. 그의 정치철학에 내재된 이중성으로 인해 하버마스의 다원적 민주주의 인식은 한계가 있는 것이 사실이다. 하지만 하버마스의 공론장 이론은 경험적 적합성보다는 민주적 의사소통을 위한 규범적 이상을 제시한다는 점에서 그 의미는 결코 적지 않다.

다국어 초록 (Multilingual Abstract)

The structural transformation of the public sphere, the seminal work Habermas published as Habilitationsschrift in 1962, formed the basic framework for his lifelong theoretical project. The aim of this paper is to show the theoretical development of the concept of the public sphere and to discuss its implications for pluralistic democracy. This paper is composed of five main parts. First, it summarized and evaluates his argumentative descriptions provided in The structural transformation of the public sphere, that is, the historical contexts of the formation of the bourgeois public sphere and the process of its destructive transformation. Second, it examines how Habermas had developed his theoretical frameworks since the publication of The structural transformation of the public sphere until the late 1980’s when it attained worldly academic concern with the publication of its English translation in 1989. Third, it summarizes a variety of criticisms raised against Habermas’s conception of the bourgeois public sphere into three main categories : the problem of empirical relevance and normativeness, the problem of inclusion and exclusion, and the problem of mediation and representation. Fourth, it introduces Habermas’s efforts to elaborate his theoretical framework in Between facts and norms and discusses its significance for the theoretical evolution of the public sphere. Fifth, it examines Habermas’s recent works that explore the possibility of democracy beyond the scope of nation-state since Between facts and norms and discusses their implications for the pluralistic public sphere by referring to his understanding of constitutional patriotism and multiculturalism. It seems that, because of the duality inherent in his political philosophy, Habermas’s conception of pluralistic or radical democracy is more or less limited. However, this does not mean that his theory of the public sphere is of no use. The significance of Habermas’s theory of the public sphere lies not in the fact that it fits well with empirical reality of everyday communicative actions but in the fact that it provides normative ideals for democratic communication.
