This study analyzes the case of supoza issue framing within the 2015 National Curriculum Revision process in order to explore the potentiality of media coverage and the role of non-traditional policy actors. This study examines the effect of policy entrepreneurship and media coverage in the national curriculum deliberation process by analyzing the framing of the press releases of both the citizen organization the World without Shadow Education and the Ministry of Education and by comparing these with the actual media coverage of the supoza issue. I found that the World without Shadow Education expanded the issue of supoza by producing and disseminating the data to support their rationale. Their framing indicated that the supoza problem was caused by heavy learning contents within the mathematics curriculum and blamed mathematics academics and mathematics educators for such a condition. Their framing was evidently repeated in the media coverage. This case reveals that non-traditional policy actors may influence national curriculum deliberation by securing policy resources that include information, personnel, leadership, etc. One of the main reasons for the success of their policy entrepreneurship is that they were able to gain and fix public attention by strategically using a rhetorical device, supoza, which evoked a quick and emotional response from the public.
