EU 사회정책 패러다임 변화와 사회적 시민권 = Paradigm Shift of EU Social policy and EU Social Citizenship

다국어 초록 (Multilingual Abstract)

The social policy of the European Union has continuously developed since the 1950s and now occupied on an equal footing with other economic policies. The social policy has been made with the synergy effect of a traditional way of poverty elimination and a new policy of employment creation. With the introduction of European Citizenship by the article 8 of the Treaty of Maastricht, direct relation between individuals and the EU was suddenly made.
This study analyzes the link between the paradigm shift of EU social policy and EU social citizenship in the course of European integration destined to 'Social Europe'. It also inquires EU social policy in a historical perspective. In conclusion this study suggests a new EU social model and tries to link EU enlargement and social policy, a newly emerging issue.

국문 초록 (Abstract)

EU의 사회정책은 1950년 대 이래 지속적으로 진보해 온 결과 다른 경제정책들과 대등한 위치에 서게 되었다. 가난퇴치의 전통적인 방법과 고용창출의 새로운 사회정책이 시너지 효과를 내면서 사회통합이 이루어져 왔다. 마스트리히트 조약 8조에 의하여 유럽시민권(European Citizenship) 개념이 도임됨으로써 EU와 개인들 간의 직접적인 연결고리가 갑자기 생긴 셈이다. 본고에서는 EU 사회정책의 종착점인 ‘Social Europe'을 향해 나아가고 있는 유럽통합의 과정에서 EU 사회정책의 패러다임 변화와 유럽 사회적 시민권(European Social Citizenship)의 연결을 시도한다. 또한 EU 사회정책을 역사적으로 고찰한 후 이를 평가한다. 끝으로 새로운 EU의 사회통합모델을 제시하며 최근 이슈가 되고 있는 EU확대와 사회문제를 연결해 본다.
