정책 사례연구 방법의 활용 현황과 발전을 위한 제언 -비교사회과학 방법론의 논의를 중심으로- = Uses of Case-oriented Policy Research and Suggestions for Its Development - Focusing on the Methodological Discussions of Comparative Social Siences

This article addresses possibilities, problems and prospects of the ever-growing methodology of case-oriented policy research. Case-oriented study focuses usually on small N cases, is one of key qualitative research methods, and intends to develop and construct causal explanation deeply involved in cases, which quantitative or variable -oriented research cannot provide. Case-oriented researches are diverse depending upon level of explanatory theorization, number of cases, and goals of case collection. A well-made case-oriented research, in fact, is difficult to make because of lack of data and documents, governmental labyrinth and inter-agency non-cooperation, and complex characteristics of policy problems. The empirical investigation of academic articles on policy issues from 2003 to 2008 revealed a remarkable underdeveloped state of case-oriented policy research: Case-oriented methodology articles are very few, and most of them are based on domestic single case rather than comparative or multiple cases, and local autonomy or local government journals relatively dealt with more case-oriented policy research articles than others. This paper suggests cases-oriented research should further develop comparative, multiple case researches which renders a better qualitative, theory-driven case research. And also a case -oriented research should be directed toward theory-testing. In addition, case-oriented policy research should incorporates a historical methodology, too.

국문 초록 (Abstract)

이글은 최근에 정책학 연구에 있어서 그 중요성을 더해가는 정책사례 연구 방법론과 관련된 제반 문제점 등을 비교사회과학 관점에서 검토하고, 정책 사례연구의 활용가능성과 그 발전 방향성을 모색한다.
사례연구는 제한된 소수의 사례를 집중적으로, 심층적으로 연구하는 질적인 연구방법으로서 다수사례, 다변량 계량적 연구가 보여줄 수 없는 맥락과 이론적 가설에 대한 인과적 설명을 제시하는 연구방법이다. 사례연구는 사례에서 활용하는 이론화의 정도, 사례의 수, 사례연구의 목적에 따라 매우 다양하다. 실제 수준 높은 설명이론을 갖춘 사례연구는 정책문제의 성격, 정책사례 수집의 어려움 등에 비추어 개발하기가 쉽지 않다.
학술지에 게재된 실제 정책 사례연구도 매우 수적으로 제한적임을 보여준다. 실제로 2003-2008년 치의 행정학분야 전 주요학술지에 게재된 논문들 가운데 사례연구에 해당되는 것을 선별 조사한 결과, 학술지마다 상이한 측면이 있었으나, 사례연구 자체가 주로 국내 개별사례 연구에 치중하는 경향이 있었고, 지방자치나 지방정부 연구 관련 학술지가 상대적으로 사례연구 및 비교사례연구가 많았으며, 전반적으로 정책학 연구 방법론에 관한 연구는 수적으로 매우 제한되어 있었다.
앞으로 정책사례 개발 연구가 발전하기 위해서는 단순히 정책사례를 이용하는 것에서 벗어나서 질적연구로서의 사례연구의 장점을 십분 살리는 사례연구가 진행되어야 할 것이며, 사례연구가 가능한 보편적 이론의 검증이나, 연구적 인과가설의 검증을 할 수 있는 소수 비교사례연구가 증가되어야 하며, 더 나아가 사례연구에서도 역사적 연구의 접목이 좀 더 체계화되어야 한다는 점 등을 지적한다.
