사회적 기업의 트라일레마 = 한국형 모델의 전망

국문 초록 (Abstract)

탈산업사회의 많은 정부들은 고용 기회의 확대, 사회적 형평성, 정부의 재정 부담이라는 세 가지 목표를 동시에 달성하지 못하는 복지 체제의 트라일레마(trilemma)에 직면하고 있다. 동시에 탈산업화가 진행된 대부분의 선진 산업 경제에서 전통적 복지국가가 약화되는데 비해 새로운 사회서비스의 수요가 증가하면서 사회적 기업의 중요성이 부각되고 있다. 공익성과 영리성을 동시에 추구하는 사회적 기업은 일반적으로 사회 서비스의 제공과 고용 기회의 확대를 주요 목적으로 설정한다. 그러나 사회적 기업은 고용, 형평성, 재정 부담의 트라일레마에 부딪힌다. 이에 사회적 가치와 경제적 이윤을 동시에 추구하는 사회적 기업은 전통적 기업과 다른 조직 구조와 경영 전략을 채택했다. 사회적 기업의 유형화에서 핵심적인 개념은 ‘사회 통합’과 ‘노동 통합’이다. 다양한 비교 연구에 따르면, 유럽의 사회적 기업은 사회 서비스의 제공을 통해 사회 통합을 강조하고, 상대적으로 미국과 영국의 사회적 기업은 고용을 창조하는 노동 통합을 강조한다. 이 글은 한국형 사회적 기업이 유럽과 영미권의 사회적 기업의 특성을 혼합한 것으로 보면서, 유럽과 영미권 국가의 사례에서 나타나는 여러 가지 문제를 효과적으로 해결해야 한다고 지적한다.

다국어 초록 (Multilingual Abstract)

The “trilemma” the post-industrial welfare regimes face is that concern with employment rate pushes a government either to accept high wage dispersion or to provide jobs in the public sector. Many paid special attention to social enterprises as advanced industrial economies experienced the rapid process of deindustrialization and the decline of traditional welfare state. Social enterprises pursued common good and commercial profit, they generally have dual purposes for providing social services and work opportunities. Social enterprises faced the trilemma of equality, employment, and budgetary restraints. Under this circumstances, social enterprises adopted distinct organizational models and management strategies. Central to this model are the “social integration” and “labor integration” among social enterprises. The comparative research indicates that while European social enterprises emphasize social integration by providing various social services, Anglo-American social enterprises focus on labor integration creating employment. This paper points out that as Korean social enterprises have mixed characteristics of European and Anglo-American models, they need to attempt to solve the problems of both models.
