    The advancement of radio technology and diverse services has increased dependence on wireless communications all over the world. The demand for spectrum resources is therefore also skyrocketing, which brings about concerns regarding problems of spectrum scarcity in the near future. Accordingly, there has been much argument regarding which policy model of spectrum management (i.e., command and control model, market-based model, common and sharing approach, or open approach) is the most appropriate for improving spectrum efficiency and flexible usage in the current wireless market. In this context, this research conducts a comparative semantic network analysis on the spectrum policy in S. Korea and the U.S. There has been considerable discussion about the efficient policy models of spectrum management in both countries, considering the changing telecommunications environment. However, each country`s spectrum management policy has not been well explained in the previous literature. With a theoretical framework of policy issue network and a methodological approach of a semantic network analysis, this paper empirically examines which policy model of spectrum management has been employed in S. Korea and the U.S. Moreover, this research analyzes and compares the current spectrum management policy in S. Korea to that in the U.S. The analysis was conducted in two steps. First, a total of 128 core keywords regarding the spectrum policy were extracted from the representative IT news sites in S. Korea and the U.S for the period 2006-2009, and co-occurrence matrices of the keywords in each country were tabulated. Second, network-related measures including eigenvector centrality, hierarchical clustering, and multidimensional scaling (MDS) were performed. The results of the network analyses showed that regulatory agency (e.g., Korean Communications Commission) emerged as a central keyword in S. Korea`s policy issue network, while the market players (e.g., carrier, Verizon, Sprint Nextel) were more commonly used in the U.S. In addition, broadcasters and related keywords (e.g., cable TV, broadcasting) were relatively more central in S. Korea than in the U.S. It is also noteworthy that the keyword ``auction`` was relatively central compared to the other keywords in S. Korea. These results imply that the policy on spectrum management in S. Korea is still based on the command and control model with a hint of a market-based model.
