지역공동체 평생교육의 개념과 성격에 관한 고찰 = A Study on the Meaning and Nature of Local Community Lifelong Education

다국어 초록 (Multilingual Abstract)

  Nowadays, there are so many kinds of lifelong education institutes in local area and their importance is increasing on the basis of regional innovation and decentralization. Nevertheless, we can not deny that there are lots of serious problems in current local lifelong education because of the weakening of local community which has been emphasized traditionally in lifelong education.
  But local community is the real essence of community education which is recognized as a prototype of current lifelong education. And, the original nature of local community itself is still important, and additionally, its utility are increasing more and more for successful regional innovation and decentralization. In the history of lifelong education, there have been so many efforts to realize the value of local community by many life long educators in local area.
  So, we need to revive and reestablish the new concept of community oriented lifelong education in local area which is called “local community lifelong education”. This new concept inherits the value of local community in ‘community education’ and also overcomes its narrow conceptual limits. And local community lifelong education contains five conceptual components, ① education for development of total local community, ② education for realization of individual community resident, ③ resident-driven education, ④ local knowledge-centered education, and ⑤ local resource-priority education. This concept of local community lifelong education presents the real principles that we must pursue to inherit the traditions of adult education-ancestors.

국문 초록 (Abstract)

  최근 지역을 기반으로 평생교육이 활성화되고 있으며, 이와 관련하여 지역사회교육이 평생교육의 원형으로서 다시 강조되고 있다. 그럼에도 불구하고 지역 평생교육을 중심으로 발생하고 있는 여러 가지 우려스런 현상들은 전통적인 지역사회교육을 통해 강조했던 공동체적 성격이 최근지역 평생교육의 활성화 과정 중에서 상당히 약화되고 있음을 반증한다. 전통적인 지역사회교육에서 우선적으로 되살려야 할 본질적 가치는 지역공동체성이며 현대사회에서도 이러한 지역공동체성은 매우 중요하게 부각되고 있다. 이러한 지역공동체성을 추구하기 위한 평생교육의 노력이 지역의 비영리조직을 중심으로 지금까지도 끊임없이 이어져오고 있다. 이러한 전통을 반영하는 새로운 용어로서의 ‘지역공동체 평생교육’은 지역공동체성의 의미를 상실하고 있는 기존의 ‘지역사회교육’의 개념적 한계를 극복하고 지역공동체성과 지역화를 재차 강조한다. 지역공동체 평생 교육은 지역공동체의 발전, 지역구성원의 성장, 지역공동체 구성원의 주도적 참여, 지역적 지식의 강조, 지역 자원의 우선적 활용을 그 원리로 한다. 최근 지역사회에서 이러한 성격을 가진 다양한 지역공동체 평생교육이 활성화되고 있으며 이에 대한 학문적 관심과 지원이 요구된다.
