국민건강보험정책 결정요인 분석 = An Analysis on The Health Insurance Policy Making Process

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explain the process of social welfare policy making by analyzing the role of participants and the policy environmental factors related with the public health insurance policy.
Especially, the main point is to analyze what is impact of social economic environment on policy making and the degree of impact of participants’ role in the public social welfare policy making process. For this matter, this study divided the term related to integration of public health insurance into Rho, Tae-Woo government, Kim, Young-Sam government, and Kim, Dae-Jung government.
Moreover, this study gave a conspectus about the overall context of the process of public insurance policy making. And, finally I analyzed the policy making process based on the literature review to understand the variation of major participants.

국문 초록 (Abstract)

본 연구는 국민건강보험정책 결정과정에서 참여자의 역할과 정책환경요인을 분석함으로서 사회복지정책이 결정되는 과정을 설명하는 것을 목적으로 한다.
특히, 정책결정에 있어서 정책환경 변수인 정치적, 사회 ․ 경제적 환경이 어떠한 영향을 미치는지, 또한 참여자들의 역할이 사회복지정책에 미치는 영향을 어느 정도인지를 분석하는 것도 본 연구의 관심사이다. 따라서 국민건강보험 통합과 관련한 시기구분을 노태우 정부, 김영삼 정부, 김대중 정부로 구분하여 보았으며, 연구대상 사례에 해당하는 각 정부별 건강보험정책 결정과정 전반에 대한 전체적 맥락을 조망하면서 각 국면마다 나타나는 주요 참여자들의 미시적이고 동태적인 역학관계 변화과정을 포착하기 위해 선행연구검토를 토대로 정책결정과정을 분석하였다.
