The leniency program pursues two purposes. First, it is designed to increase the This paper surveys current discussions about search neutrality and attempts to propose a feasible policy alternative to governmental regulation. First, it studies the technology and market structure of search engines, and comprehensively surveys legal and non-legal disputes concerning the search neutrality issue. Second, we consider policy alternatives. The competition law and consumer protection law may only be applicable in limited number of cases. Moreover, the administrative cost of regulation is very high. Considering all these factors, the most realistic policy alternative is to enhance market evaluation of search engines.
