2016년 이후 통일교육의 현황과 과제

국문 초록 (Abstract)

통일교육은 자유민주주의에 대한 신념과 민족공동체 의식 및 건전한 안보관을 바탕으로 한 우리 사회의 통합적 모색이며, 동시에 통일 미래를 바라보게 하는 교육이다. 그러한 인식은 정권의 변화에 따라 통일교육의 변화가 이루어졌다. 2016년 이전의 통일교육은 박근혜 정권의 보수적 통일 정책 입장을 잘 대변하여 왔다. 또한 박근혜 정부는 통일교육을 통해 복합적으 로 인식하며 정권적 논의의 통일교육 성격을 보였다. 이제 2016년 이후 박근혜 정부의 통일교 육 정책은 이명박 정권의 통일교육을 비판적으로 재인식하고 국민 통합적 통일교육을 잘 그 려야 한다. 많은 통일교육 전문가들은 남남 갈등, 남북 갈등 그리고 동북아 갈등 등에 많은 문제를 야기하고 있으나, 정부는 쟁점내용에 대해 유연하게 조화하지 못하였다. 2016년 이후 통일교육은 대북 및 통일정책에서, 미래적 관점에서의 올바른 인식을 다각적으로 두루 접근하 는 다양한 논의가 실천될 필요가 있다. 여기서 본 연구는 박근혜 정부에서의 통일교육을 평 가하면서 남남 및 남북 갈등을 극복하고 갈등을 더욱 평화적으로 조율하게 하는 방안에 대한 논의하고자 한다.

다국어 초록 (Multilingual Abstract)

Unification education aims to find integrated solutions to our society and to envision citizens the future unified with North Korea. In other words, unification education seeks to implement effective methods for realizing the wishes for unification that the government and its people have. Each regime focused in unification education on the educational aspects of securing social integration in accordance with changing regimes. In such a stance, unification education before 2016 well represented the unification policies of Park Geun-hye. Park Geun-hye government seems to have unification circumstances, public awareness, and government policies mixed. It seems that through unification education, the regimes did campaigns of the government. Therefore, Park Geun-hye government should have learned lessons from the failure of the past Lee Myung-bak regime, and should have implemented unification education integrating all the people. Many conservative personnel have reported that South-South conflicts have a number of adverse effects in the conflicts between North-South and among countries in Northeast Asia. But this government couldn't control the hot issues resulted from South-South conflicts. Under this recognition, it is important that unification education after 2016 should provide people critical thinking about the unification policies of North Korea government. But it's more important to make multifaceted approaches to what's righteous perception of unification education. This study aims to appraise the unification policies of Park Geun-hye government, to seek how to overcome the South-South and North-South conflicts, and to suggest how to coordinate the conflicts more peacefully.
