    This paper seeks to understand the development patterns of the North Korean nuclear issue by analyzing U.S. nuclear policies as one variable with the interior system of North Korea as another. In particular, it focuses on the concept of securitization, which can articulate the political effects of the extraordinary right to handle a existential threat.To study North Korea`s continued penchant for a nuclear program, this paper examines the usage and context of North Korea`s comments on the ``US nuclear problem.`` North Korean arguments against US nuclear policies reported in the Monthly Review of International Relations of the Rodong Sinmun can be categorized into four main parts: the deployment of the nuclear weapon, a nuclear doctrine, the violation of the international nuclear regime, and nuclear development measures. By doing this, this paper evaluates the high probability that the North`s discourse on US nuclear issues can act as a ``mirror image`` that signifies North Korea`s nuclear policy stances and related actions.Thus, it reviews the complex relationships between North Korean nuclear policy tendencies and its internal and external variables. First, it confirms that phased changes in the Bush doctrine correspond with the comments that imply North Korean nuclear policies. As an internal variable, the paper focuses on the change of mobilization structuresafter the withdrawal from the NPT. North Korea increased its defense expenditure outside the central budget which should be decided by bureaucratic regulations. Before the changes in the military mobilization structure, North Korea showed cooperative signals to US compensation. Later, however, it expressed pro-bomb spins, even at times of progress in the Six-Party talks. For a peaceful resolution of North Korean nuclear issues, the paper implies the need for the re-integration of the military mobilization structure with North Korea`s various interests.
