국가실패의 특성과 원인: 북한사례 = The Performance and Sources of State Failure: North Korea Case

다국어 초록 (Multilingual Abstract)

This study is designed to elucidate the relationship between governance capability and performance in North Korea by applying state failure theory. In so doing, the existing literature on failure-state is carefully examined. The review shows the strength and weakness of failure-state debates. The existing research contributes to measuring the degree of state failure by inventing index and indicators of state weakness and fragility. Apart from this, the existing studies made littleprogress in constructing the analytical framework and thereby failed to adequately explain state weakness and fragility. North Korea is often classified as a failed state without a careful examination. The study shows that North Korea is not ``failed state`` but ``failing state`` at most. The state performance of North Korea varies across sectors. While North Korea demonstrates good performance in security sector, it is very fragile in economic sector. All in all, North Korea reveals uneven performance across sectors. The research proved that the effectiveness of governance is a function of governance capability. The latter is estimated by governance structure and process. The excess of leadership power determines the structure and process and thereby affects the governance outcome.
