국문 초록 (Abstract)

본 연구는 북한의 대외정책의 동기를 4가지 가설을 통해 검증하고자 하였다. 우선 대외정책의 동기가 국내적 동학에 있다는 내인론과 국제 체제 변수에 있다는 외인론으로 나눈 후, 동시에 북한의 대외정책이 방어적이라는 평가와 공격적이라는 평가를 결합시켜 메트릭스를 구성하였다.
기존의 주류 견해가 국내 정치의 역학관계가 대외 정책의 주요 변수라는 일방형 의사결정 과정만을 강조하는 단점을 지니고 있었다면, 본 연구는 북한의 대외정책이 국제 체제 요인과 국내 동학이라는 두 차원의 변수를 동시에 고려하여 구성되고 있음을 강조한다는 차이점이 있다.
본 연구는 북한의 대외 정책과 국내 동학의 연관성을 분석하는 과정에서 정치적 요인보다는 경제 전략적 동기를 더욱 중요한 요소로 제기하고 있다. 경제 발전을 위한 대외 공세와 모험주의라는 이 역설적 조합을 이해하기 위해서는 북한 경제레짐에 대한 이해가 바탕 되어야 한다. 본 연구가 구획경제론이라는 개념을 통해 북한의 시장화 과정을 설명하고, 시장 부문이 북한 관료 및 당국과 어떤 동학을 형성하고 있는가를 독자적인 장에서 다루고 있는 이유이다.
요컨대 북한의 공격적 대외 정책이 경제 발전 전략과 맞닿아 있다는 역설적 조합은 북한의 핵-경제 병진 노선에 담긴 의도를 설명하는 데는 매우 유용하다. 그러나 문제는 그것이 능력에 의해 뒷받침 되지 못하는 모험주의에 머무를 때 발생한다.

다국어 초록 (Multilingual Abstract)

This paper tries to identify the motive for North Korea’s adventurism as a revisionist state strategy by testing four hypothesizes. It constructs a 2 by 2 matrix with a combination of the motive and the property of the adventurism. This matrix suggests the motive to be either endogenous or exogenous and the property of the adventurism to be either defensive or offensive.
While current mainstream studies emphasize the one-sidedness of foreign policy decision making process where North Korean domestic politics plays a vital role, this paper differentiates itself from them in that it takes account of the interactive penetration effects between the international environments and domestic (economic) regime.
This paper treats the North Korean economic development strategy as the crucial motive for its offensive foreign policy as a revisionist state. In line with this reasoning, the framework for the analysis of North Korean economy gains more weight than ever. To clarify this point, a chapter is dedicated to the economic analysis of current North Korean economic regime based on the compartmentalized economy theorem which analyzes the dynamic relations between market sector and bureaucratic sectors.
In conclusion, this paper reveals the benefits of the combination of North Korean revisionist foreign policy and its economic strategy and suggests the need to consider the combination in interpreting “the New Two Fronts (Byeong-jin) Line”.
