    6자회담의 실험을 단순히 유럽에서 경험했던 다자안보협력의 연장선상에 있다고 평가하기에는 많은 무리가 따른다. 6자회담은 제도화의 과정이나 상시적인 협의체의 형태를 추구하고 있지 않아 전통적인 다자안보체제와는 상이한 모습을 보여주고 있다. 따라서 참여국들의 미묘한 관계변화에 따라 부침하는 주기적인 불안정성을 노정시켜 왔다. 또한 6자회담은 공동의 이슈에 대해 공유된 인식을 가지고 동일한 지향점을 추구하는 협의체가 아니라 서로상반된 입장을 가진 참여자들이 거래하는 협상의 자리였다. 따라서 중국과 같이 협상이 붕괴되지 않도록 조정하는 매개자들의 역할도 상당했다. 또한 이들 매개국의 노력과 다른 참여국들의 이해관계가 교차되면서 한-미-일, 북-중-러, 남-북-중 등 다양한 무리짓기(grouping)가 이루어지기도 했으며, 이에 따라 합의가 성사되기도 하고 협상이 결렬되기도 했다. 결국6자회담은 참여국들의 관계변화와 이들이 만들어내는 관계의 네트워크에 따라 상당히 동태적인 변화의 과정을 보여 주었다. 이처럼 규범을 강조하는 국가와 이에 대항하는 국가간의대립, 그리고 이들 사이를 조정하고 매개하려는 국가간의 관계변화는 새로운 권력구조와 동태적인 게임의 양상을 보여주게 된다. 하지만, 6자회담에 대한 기존 다자안보협력의 접근법은 참여국들의 관계변화가 가져오는 권력변화와 구조변화를 충분히 반영하지 못하고 있다.이러한 관점에서 이 논문은 참여 행위자들의 관계가 네트워크를 창출하고 이러한 네트워크상의 변화가 새로운 권력을 창출하고 구조와 과정을 변화시킨다는 관점에서 국제정치에서새롭게 부각되고 있는 네트워크 이론에 주목하고 이를 통해 6자회담의 구조와 과정을 재해석하고자 한다.

    This article adopts the network theory in international relations and tries to reinterpret the structure and the process of the six-party talks. It is difficult to say that the six-party talk is a type of multilateral security cooperation developed in Europe. The six-party talks have not gone through the institutionalization process as opposed to the traditional multilateral security organizations. Thus, we have seen the periodical rises and falls of the six-party talks. The six-party talks are not the meeting of nations with same positions and objectives but the negotiation table among players with different positions. In this sense, China as a mediator has played a critical role in helping the negotiation not to be collapsed. Moreover, there have been diverse grouping among parties such as South Korea-U.S.-Japan, North Korea-China-Russia, South and North Korea-China according the changing interests and relations of parties. As a result, the six-party talks have shown several dynamics because of the changing relations among parties and their network. However, the established literature has not been so successful in explaining the impact of network dynamics on the change in power and structure of six-party talks. This article argues that the relations among parties create the network in the six-party talks and that the change in the network leads to the rise and fall of power, transforming the structure and the process of the game.

It is difficult to say that the six-party talk is a type of multilateral security cooperation developed in Europe.
