킬체인(Kill-Chain) 과 한국형 미사일 방어체제(KAMD) = Kill-Chain and KAMD: Feasibility Assessment

국문 초록 (Abstract)

이 글은 적극적 억제전략의 핵심인 kill-Chain과 KAMD의 실현가능성을 분석해 보는데 그 목적이 있다. 전략은 적합성, 용납성, 실현가능성이라는 조건이 충족되어야 하는데, kill-Chain과 KAMD는 적합성과 용납성의 조건은 갖추고 있으나 실현가능성은 갖추고 있지 못하다.
kill-Chain과 KAMD가 제대로 작동되려면 감시체계, C4체계, 그리고 타격/요격체계 등 개별체계가 완성되어야 하고, 또 각 체계끼리 서로 유기적으로 연동되는 체계의 체계화가 이루어져야 한다. 국방부는 각종 수단을 확보하여 2017년까지 Kill-Chain을 완성하고 2022년까지 KAMD를 완성하겠다고 밝혔다. 그러나 국방부의 계획이 그대로 이루어진다고 하더라도 개별체계 및 연동체계는 여전히 미흡하여 전략의 실현가능성은 낮은 것으로 판단된다. 결국 Kill-Chain은 한미의 맞춤형 억제전략의 하위 개념으로, 그리고 KAMD는 미국 MD의 하위 개념으로 기능할 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze the feasibility of Kill-Chain and KAMD, core of the Active Deterrence Strategy of Korea. The three elements should be met to be operational strategy: adaptability, acceptability, and feasibility. I concluded that Kill-Chain and KAMD are short in terms of feasibility even though they meet adaptability and acceptability.
To make Kill-Chain and KAMD function effectively, sensor system, C4 system, and shooter system have to be constructed respectively and coordinating supra system linking three separated systems, has to be constructed methodically. The Department of Defense aims to complete the Kill-Chain by 2017, while KAMD could be constructed by 2022. But the feasibility is not so high even though the DoD acquire the means planned. Because the mid and long term plan of the DoD to get the resources won't to fulfil each system and system of systems. Therefore, Kill-Chain could function as subordinate part of the U.S. Tailored Deterrence Strategic Design, which will serve common strategic goal of Korea and the USA. KAMD could also function as the part of the Missile Defense of the USA.
