    This essay is to examine Mahan society’s structure and characteristics through an analysis of Jeonnam region’s settlements. For this purpose, distribution and current issues of Jeonnam region’s Mahan-type settlements were first examined. Furthermore, structure and changes of the settlements’ inner parts were reviewed along with the landscape and social relationships among the settlements. Lastly, the quantity and location of Mah an’s small-states were discussed. As a result of the study, Jeonnam region’s Mahan settlements could be largely classified into small, medium, and large in size, and production of potteries. It seems highly likely that pottery, iron implements, beads, and production facilities were more concentrated as the settlement size get bigger. In addition, based on the large settlements’ changes in a diachronic view, most of the Mahan settlements showed the transition of the ‘formative period(before 3C)→prevailing period(4C)→declining period(5C)’ in their size and complexity. On the other hand, some settlements like the Seonam-dong and Yonggang-ri sites flourished more after the 5C, impling the Mahan settlement``s declines and Baekje settlement``s prevalence. The number of Mahan’s small-states in the Jeonnam region(including Gochang), on the basis of their settlement distribution and density, can be estimated from 13 to 15 whether including the Sampo river area and Young-am stream area or not. The scale and complexity of central or regular towns, and relationships among small-states were also reviewed. Before the 3C, the differences could be seen among settlements in each small-state but it seems likely that horizontal relationships were maintained among the states. On the contrary, around in the 4C, the social hierarchy among the states gradually increased. For example, extra-large settlements appeared and the differences in iron implement production facilities and distribution of them were largely increased among the states. Finally, beginning in the 5C, Mahan settlements declined and the extra-large settlements of Baekje began to appear, and the differences of the state’s scale and complexity rapidly increased. For instance, some small-states’ political influences expanded to more wide ranges beyond the range of a s tate.
