스페인의 '외국어로서의 스페인어' 교육 정책 = Policy for the Teaching of Spanish as a Foreign Language in Spain

국문 초록 (Abstract)

본 연구는 스페인의 '외국어로서의 스페인어' 교육 정책을 고찰하는 데 그 목표가 있다. 세계 21개국의 공식 언어이자 4억 명 이상이 모국어로 사용하는 스페인어의 국제적 영향이 확대되면서 스페인어에 대한 학습 수요도 크게 늘자 외국어로서의 스페인어 교육은 스페인 정부의 주요 정책 과제가 되었다.
우선 이러한 교육 정책이 본격적으로 시작된 1990년대 이후의 역사를 두 단계로 나눠 알아보았다. 첫 번째는 1988년 스페인어 공인 자격증인 DELE 시험제도의 창설과, 1991년 스페인어권 언어와 문화를 보급하기 위한 공공 기관인 인스띠뚜또 세르반테스를 설립하면서 성장의 기반을 다지게 되는 시기이다. 두 번째는 유럽 연합의 『언어 학습, 교육, 평가를 위한 유럽 공통 참조 기준』(2001)의 발간과 구체적인 스페인어 커리큘럼인 『인스띠뚜또 세르반테스의 커리큘럼 플랜』(2006)이 출판되며 본격적으로 성장해 나가는 시기이다.
외국어로서의 스페인어 교육을 위한 대표적인 정책은 첫째, 교수·학습을 활성화하는 원동력으로서의 DELE 자격증 제도, 둘째, 커리큘럼의 통일을 바탕으로 한 양질의 스페인어 강좌, 셋째, 체계화된 교사 교육, 넷째, 다양한 정보기술 프로그램의 활용, 다섯째, 학술 연구의 지원 및 스페인어 현황을 분석한 연감의 발간, 여섯째, 스페인 어문학 전문가 육성을 위한 장학금 지원으로 요약될 수 있다. 본 연구는 이러한 정책 연구를 통해 외국어로서의 스페인어 교육 정책의 현황과 과제를 알아보고, 한국어 교육에의 시사점도 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the policy for the teaching of Spanish as a foreign language in Spain, a major policy task for the Spanish government.
This study first reflects on the history of the policy making for Spanish education. The first phase focused on building a foundation for growth through the creation of the DELE in 1988 and the establishment of the Instituto Cervantes in 1991. The second phase focused on growing in earnest, with the introduction of Common European Framework of Reference for Languages by the Council of Europe in 2001 and the publication of Curricular Plan of the Instituto Cervantes in 2006.
There are six representative policies: (1) the organization of the DELE, (2) the provision of Spanish courses, (3) the provision of training courses for Spanish teachers, (4) the introduction of information and communication technology, (5) the support for research and publication of yearbooks, and (6) the provision of scholarships. Finally, this study also suggests implications for Korean language education.
