정부신뢰와 정책수용: 전자주민카드 정책을 중심으로 = Government Trust and Policy Support: The Case of National Electronic ID Policy

국문 초록 (Abstract)

정부 정책의 소망성이 높다고 하더라도 정부가 신뢰를 잃은 상태라면 정책지지를 획득하기 어려우며 정책의 성공 가능성도 낮아진다는 점에서 정부신뢰 구축은 정책집행의 전 과정에 힘을 실어주는 중요한 역할을 한다. 본 연구는 시민의 정부신뢰와 정책지지 간의 상관관계를 전자주민카드 도입정책 사례의 실증분석을 통해서 알아본다. 구체적으로 정부신뢰, 정책에 대한 인지된 주관적 규범, 인지된 정책혜택, 프라이버시 우려 등의 영향 변인이 개인의 전자주민카드 정책수용 행태에 영향을 미치는 경로를 Ajzen(1985)의 계획된 행동이론과 Davis(1989)의 기술수용모형을 결합한 이론적 모형을 적용하여 분석하였다. 경로모형을 분석한 결과 정부신뢰는 정책에 대한 시민의 태도(묵시적 정책지지)에는 영향을 주지 않지만, 정책수용과 직접적인 관련이 있는 사용의도(현시적 정책지지)에는 유의미한 영향을 주는 것으로 나타났다. 반면에 정책의 사회적 우호성 정도인 주관적 규범은 태도에 직접적인 영향을 주며, 사용의도에는 직접적인 영향을 주지는 않지만 혜택과 태도를 매개변수로 하여 사용의도에 우회적으로 강한 간접영향을 주는 것으로 나타났다. 즉 정책 지지를 구성하는 두 축인 묵시적 지지와 현시적 지지 중 정부신뢰는 현시적 지지에 영향을 주는 반면, 우호적인 사회여론 형성은 묵시적 지지에 영향을 주는 것으로 판단된다. 개인이 인지하는 정책 혜택은 묵시적 지지 및 현시적 지지 모두에 영향을 주는 것으로 나타났다. 이러한 결과는 정책지지에 영향을 주는 선행변수에 대한 구조를 제시하였다는 점에서 학문적 의의를 찾을 수 있을 것이다. 또한 시민의 정책지지를 유도하여 성공적인 정책 수행을 하기 위해서는 정부가 어떤 체계적 노력을 기울여야 하는 지를 시사한다. 결론적으로 본 연구의 결과는 정부신뢰 구축과 정책홍보를 통한 우호적인 사회여론 형성이 영향경로에는 미묘한 차이가 존재하지만 궁극적으로는 개인의 정책지지 및 수용에 영향을 주는 주요 변인임을 실증적으로 시사하고 있다.

다국어 초록 (Multilingual Abstract)

Government trust is a crucial condition for successful policy implementation in that distrust of government lowers potential citizen policy support. This paper investigates possible causal relationships between government trust and citizen policy acceptance in implementing national electronic identification cards. In this research context, Ajzen's (1985) theory of planned behavior (TPB) and Davis's (1989) technology acceptance model (TAM) are adopted as theoretical reference models. In particular, government trust, subjective norms, perceived policy benefits, and privacy concerns are employed as factors affecting citizen attitudes and intention to use the national electronic ID. A path analysis is executed. The results show that government trust and subjective norms play crucial roles in successful citizen policy acceptance. However, privacy concerns turned out to have an insignificant affect on citizen attitudes and intention to use. Implications of the findings and the role of government trust on successful policy implementation are discussed.
