갈등 당사자의 프레임과 프레이밍 변화과정 분석: 청주시 화장장 유치 사례 = Resolving Intractable Policy Conflicts: Framing and Reframing

Parties in a conflict often create very different frames about what the conflict is and how it should be managed. This study investigated disputants’ frames and examined how these frames changed in the development of conflict. It addressed a successful case of conflict management in a policy conflict about siting a crematorium in Chungjoo in Korea. For frame analysis, it developed a typology of frames drawn from the existing literature on framing and conflict management. Analyzing the data through content analysis, it combined qualitative and quantitative methods. The results indicated that frames act as lenses through which parties interpret conflict dynamics and shifts in frames could make intractable conflicts more tractable.

국문 초록 (Abstract)

정책 갈등에서 당사자들이 인식하고 있는 갈등 상황은 이들의 프레임(frame)에 의해 해석된 결과이며, 이들이 갈등을 표출하고 관리하는 태도나 행태 역시 자신들의 인지적 프레임에 영향을 받을 수밖에 없다. 본 연구는 정책 갈등에 대한 당사자들의 인식 프레임의 특성을 분석하고, 갈등전개 과정에서의 프레임의 변화를 분석하였다. 이를 위해 본 연구는 청주시 화장장 건립을 사례로 갈등 단계별로 당사자들의 인식 프레임을 8가지로 구분하여 비교‧분석하였다. 프레임 분석을 위해 양적 분석과 질적 분석을 결합하는 방법론적 다각화를 적용하였다. 분석결과를 토대로 공공갈등의 관리에 대한 중요한 시사점들을 도출하였다.
