공공갈등과 네트워크 거버넌스 구조: 한탄강댐 사례에서의 네트워크 특성과 주요 행위자들의 변화를 중심으로 = A Study of the Structure of Network Governance and Public Conflict: A Focus on the Primary Actors and Changes in Network Characteristics in the Case of the Hantan River Dam Construction Conflict

국문 초록 (Abstract)

본 논문은 한탄강댐 건설문제의 해법을 찾기 위한 네트워크 거버넌스의 형성과 진화 과정에서 중심적인 행위자는 누구였으며, 네트워크의 구조적 속성은 어떠한 변화를 보였는가에 대한 연구문제를 해결해 보고자 한다. 이를 위해 1995년부터 2009년까지 전개된 한탄강댐 건설 문제와 관련한 이해당사자들의 협력 및 갈등관계를 보여주는 자료를 갈등의 표면화/표출기, 갈등의 심화기, 갈등의 격화기, 갈등의 조정기 등의 네 가지 시기별로 수집한 다음에 사회연결망 분석(social network analysis)을 활용하여 실증분석을 하였다. 분석결과, 첫째, 거버넌스 구조로서의 네트워크에서 중심성을 차지하는 조직들은 공식적인 조정권한을 부여받거나 정당성을 높이는데 기여할 수 있거나 교환할 수 있는 자원을 확보한 행위자라는 것을 알 수 있었다. 둘째, 네트워크 거버넌스의 과정에 참여하는 행위자들이 공식적 혹은 비공식적으로, 그리고 반복적으로 맺고 있는 관계와 이로 인해 생기는 상호의존성에 대한 세밀한 관찰 및 분석이 필요하다는 점이다. 셋째, 네트워크 거버넌스의 형태 및 관리주도조직은 단일한 모습이 아니라 갈등이 전개되는 양상이라는 시간적 맥락과 문제해결기제의 도입이라는 제도적 맥락을 반영하여 각 상황에 적합한 모습으로 변화한다는 점을 확인하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to examine the main actors and structural characteristics of network governance in the process of dynamic network change for conflict resolution in the construction of the Hantan River Dam. Relational data collected from newspapers are analyzedusing social network analysis after categorizing conflicts caused by the process of the Hantan River Dam construction from 1995 to 2009 into four stages: latency/emergence, escalation, deadlock, and resolution. The empirical results and their policy implications are as follows. First, organizations occupying a position of centrality tend to play an important role of enhancing legitimacy, coordinating power for conflict resolution, and securing exchangeable resources. Second, network structural characteristics representing dyadic and triadic relationships and facilitating the coordination of conflicts should be scrutinized. Third, it is identified that types of network governance and network administrative organization may be changed and adapted to fit with the temporal contexts on the evolution of conflict and institutional contexts of the adoption of conflict-resolution mechanism.
