The purpose of this study was to develop an instructional model for collaborative problem solving based on smart learning. In order to accomplish the purpose of the study, design based research which is a research method aimed to improve educational practices through formative process of analysis, design, development, and implementation based on collaboration among researchers and practitioners in educational settings was applied. This study was implemented through three steps, setting design based real case, formative circulating for applying and improving instructional model, and completing educational intervention. Prototype model, first model, and second model were developed successively, were validated by smart learning experts. Teachers’ responses regarding usefulness, strengths, weaknesses of the model and students’ satisfaction of the instruction based on this model were collected and analyzed. Finally, the PMP-CO instructional model for collaborative problem-solving based on smart learning was developed as final educational intervention. This instructional model consists of three phases; pre-activity, main-activity, and post-activity, and six steps; preparation, cognition, co-exploration, collaboration, co-sharing, and sympathy. Some considerations for applying this instructional model effectively for collaborative problem-solving based on smart learning were recommended.
