학교 자율화의 쟁점과 주요 과제

국문 초록 (Abstract)

이 논문은 교육과학기술부에서 추진하고 있는 ‘학교 자율화 추진계획’의 쟁점을 분석하고, 성공적인 정착을 위한 주요 과제를 도출하는 것을 목적으로 한다. 세계적으로 추진되고 있는 학교 자율화의 이론적 배경을 살펴본 결과, 학교 간 경쟁을 통해 학교효과를 높이고자 하는 공공선택론적 접근과 학교 구성원들의 자율적 참여를 강조하는 공동체 주의적 접근 등 상반된 이론적 배경을 동시에 갖고 있음을 확인하였다. 2008년 4윌 발표된 교육과학기술부의 학교 자율화 추진계획과 16개 시ㆍ도 교육청의 세부 추진계획을 분석한 결과, 일부에서 우려하는 입시위주의 경쟁적 교육체제로의 전환은 크지 않은 것으로 확인되었다. 학교 자율화의 쟁점사항으로 기본 방향과 취지, 학교 자율화의 주요 내용, 추진 전략 및 절차로 나누어 검토하였다. 향후 주요 과제로는 학교 자율화에 대한 공감대 형성, 학교 자율화 계획의 내용 보완, 학교 자율화를 위한 법적ㆍ제도적 개선을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study is to analyze an autonomous school policy, which was initiated by Korean Ministry of Education, Science and Technology. For much of the 20th century, many governments of the world have made efforts to make effective schools. The policy turn toward treating individual schools as the key unit for management, finance, and accountability is rooted in two very different theoretical traditions. One is public choice economics and principal-agent theories, and the other is communitarianism and social capital theories. As a result of analysis of an autonomous school policies, which were made by Ministry of Education, Science and Technology, and 16 Offices of Education, there are only a few policies to make students' competition hotter. There are three points of issues; the vision and directions of the school autonomy policy, the contents of policy and the strategy and process of the policy. And then this study suggest three major tasks. The first one is to share the vision and direction of an autonomous school policy with people. The second one is to strengthen the policy. For example, it is needed to change the educational governance systems and to make schools as learning organizations to strengthen schools' autonomous competency. The third one is to improve the legal system for supporting the policy.
