교사 전문성 담론의 성격 분석 : 이명박 정부 교원정책을 중심으로 = A Critical Discourse Analysis on the Discourse of Teacher Professionalism of Lee Myung-Bak government

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze discursive techniques and characteristics of the professionalism discourse in the neo-liberal teacher policy discourse of the Lee Myung-Bak government. This article has two research questions: What are discursive strategies to legitimate the neo-liberal teacher professionalism project and what is the specific nature of the discourse of teacher professionalism. In order to analyze research problem, research method use a critical discourse analysis. Result results of this study are as follow. Firstly, the legitimacy discourse of the teacher professionalism project of the Lee government is organized by the discourses of teaching expertise. The discourses of teaching expertise are based on the learner-centered discourse of market ideology and the anti-leftist ideology. Secondly, the neo-liberal professionalism discourses are related a competitive compensation and evaluation policy, flexibility and openness of teaching profession and market ideology in education, but are contrasting to the discourses of teachers' professional knowledge, autonomous status and judgments. Especially, the professionalism discourses of teachers as civil servants are defined by the needs of the state, and are operated under the state control and surveillance.

국문 초록 (Abstract)

이 연구의 목적은 이명박 정부의 교원정책을 중심으로 교사 전문성 기획(professionalism project)의 특징을 밝히고 이를 바탕으로 교사 전문성 담론의 성격을 분석하는 것이다. 이를 위해교사 전문성 담론은 정당성을 획득하기 위하여 어떠한 담론전략을 사용하였는가, 교사 전문성 담론의 구체적인 성격은 무엇인가라는 두 개의 연구문제를 설정하였다. 연구방법은 교원정책과 관련된 정책안과 보도자료, 한나라당 정책안 그리고 대통령의 연설문 등을 대상으로 비판적 담론분석을 실시하였다. 연구결과 이명박 정부의 교사 전문성 담론은 ‘수업 잘 하는 교사’와 ‘수업전문성’을중심으로 구성되어 있으며, 이러한 전문성은 학습자 중심의 시장이데올로기와 교육의 정치화를 반대하는 반공 이데올로기가 결합된 담론에 의해 정당화되고 있다. 전문성 기획은 수업전문성 담론과 물질적 및 상징적 보상을 매개로 한 경쟁과 평가 담론, 교직의 유연화와 개방화 담론, 그리고자율적 규율기제로서 전문성 담론의 특징을 보이고 있다. 특히 교사는 교원이라는 국가공무원 신분 때문에 전문적 지식과 자율적 판단을 중시하는 직업적 전문성보다는 국가의 감독과 통제를 받는 조직적 전문성이 강조되고 있다.
