    There has been few literatures on the meaning of the Korean War in international relations theory although the Korean War was an significant event in the history of the Cold War. This article shows that one of the theoretical meaning of the Korean War lies in the revisionist power and status-quo power debate between offensive realism and defensive realism, and that the Soviet Union and China during the Korean War give a few important cases in understanding the debate. The Soviet Union and China have been often regarded as the revisionist powers that sought to break through the balance of the Cold War, while they have been also understood as the status-quo powers that had their first priority on their security and interest during the Korean War. They may be said to be the revisionist powers because they actively sponsored North Korea’s initiating the war, but a careful examination of their intention and preference say that they have not necessarily shown the revisionist behaviors. Another theoretical meaning is that a power’s revisionist or status-quo characteristic is not static but somewhat dynamic, depending on the changes in international relations. In particular, the Soviet Union is assumed to have had the revisionist intention but has not always shown such behaviors. Its preference and behavior was changing over time according to the changes in international relations.

    There has been few literatures on the meaning of the Korean War in international relations theory although the Korean War was an significant event in the history of the Cold War. This article shows that one of the theoretical meaning of the Korean War lies in the revisionist power and status-quo power debate between offensive realism and defensive realism, and that the Soviet Union and China during the Korean War give a few important cases in understanding the debate.
