정부 주도의 수직적 네트워크 거버넌스의 효과성에 관한 연구 : 지역노사민정협의회를 중심으로 = What Explains the Effectiveness of the Vertical Network Governance? Evidence from the Local Associations of Four Parties in Korea

What determines the effectiveness of network governance? Although this question has long attracted much attention among scholars and practitioners alike, only a few studies have attempted to answer the inquiry, using data from a large-scale, representative sample. Our understanding of such determinants is more limited when it comes to a “vertical” network governance - a type of network governance where government takes a leading role. This study explores the factors that affect the effectiveness of network governance of this particular type, using data collected from Local Associations of Four Parties including labor, management, community, and government (hereafter, LAFPs). Using an analytical framework consisting of three clusters of factors, including institutionalization, leadership, and resources, this study analyzed how these factors affect the effectiveness of LAFPs. Regression results show that all these groups of factors are significantly associated with their effectiveness. As for the degree to which a LAFP is activated, four factors were found to have significant effects: the LAFP chair’s capacity for managing external political environment, organizational arrangement (i.e., having a separate administrative office for the LAFP), financial resources, and external support (i.e., personnel support from local government). Regarding the degree to which the LAFP contributes to the locality in terms of job creation and improving labor-management relations, two factors were found to have significant effects: the legitimacy of the LAFP as an institution (i.e., whether the four parties all participates in the association as an official member), and the LAFP chair’s capacity for managing external political environment. The theoretical and practical implications of these findings are discussed.

국문 초록 (Abstract)

본 연구는 정부 주도의 수직적 네트워크 거버넌스의 효과성에 관한 연구이다. 네트워크 거버넌스에 관한 기존 연구는 대부분 수평적 형태의 네트워크 거버넌스에 주목했다. 그러나 현실에서는 정부와 같은 특정 조직이나 기관이 참여자 간 활동을 조정하는 역할을 하는 경우가 존재하고, 이를 수직적 네트워크 거버넌스로 정의할 수 있다. 이 점에 착안하여 본 연구는 수직적 네트워크 거버넌스의 대표적 사례로서 지역노사민정협의회를 선정하여, 그 효과성에 영향을 미치는 요인을 탐색적으로 분석하였다. 이를 위해 제도화, 리더십 역량, 그리고 운영 자원의 세 가지 요인들로 구성된 분석틀을 설정하여 두 가지 차원의 효과성, 즉 활성화와 기여도에 미치는 영향을 분석하였다. 다중회귀분석을 실시한 결과, 제도화, 리더십 역량, 그리고 운영 자원 모두 활성화와 기여도에 긍정적인 영향을 미치는 것으로 나타났으나 활성화와 기여도에 영향을 미치는 세부적인 요인에서는 차이를 보인다. 활성화의 경우, 지역노사민정협의회의 제도화 중 제도 운영을 위한 조직, 리더십 역량 중 정치적 환경 관리 역량, 지자체 지원확보 역량, 운영 자원 중 재정자원이 긍정적인 영향을 미치는 것으로 나타났다. 다음으로 기여도의 경우, 지역노사민정협의회의 제도화 중 제도적 정당성과 리더십 역량 중 정치적 환경 관리 역량이 긍정적인 영향을 미치는 것으로 나타났다. 본 연구는 비교적 연구가 이루어지지 않은 정부 주도의 수직적 네트워크 거버넌스를 연구대상으로 하여 탐색적으로 규명하였다는 데에서 의의를 갖는다.
