범죄청소년 재범예방 개입프로그램의 효과성 분석과 함의 = Effectiveness analyses and suggestions of the re-conviction prevention programs for adolescent offenders

It is considered that the development of effective policy and service for re-conviction prevention is an important subject, as adolescent offense, sexual re-conviction during probation period, and the rise of adolescent offenders in correctional facilities have been increasing since 2005 in Korea. However the existing intervention programs for adolescent re-conviction prevention are not enough to evaluate the program effectiveness because of shortage of data accumulation. Therefore this research attempted to find the suggestions to apply in the development of effective policy and service for adolescent re-conviction prevention, by the analyses of theoretical bases, measurement methods of program effectiveness for re-conviction prevention programs for adolescents on probation or in correctional facilities.
The findings suggested that family therapy, parenting education programs focused on familial relationship recovery as well as adolescent's rehabilitation played an important role to reduce re-conviction. It was also suggested that it would be needed to develop the community-based rehabilitation programs in association with local welfare organizations and to conduct case management services for re-integration into society. Further, it was found that individualized, focused, and integrative programs including cognitive-behavior approach, considering of psychological, emotional familial characteristics, were effective on re-conviction prevention among adolescent offenders.

국문 초록 (Abstract)

최근 2005년 이래 청소년 범죄, 보호관찰 청소년의 성폭력 재범, 그리고 보호소년 송치인원의 증가를 직면하고 있어 재범예방을 위한 효과적인 정책 및 서비스의 재고문제가 주요한 과제로 등장하고 있다. 그러나 우리나라의 경우 기존 청소년 재범예방 개입 프로그램에 대한 효과성 분석을 해낼 수 있도록 충분한 프로그램 시행에 따른 데이터 축적이 적절하게 수행되지 못한 아쉬움이 있다. 이에 본 연구는 보호관찰 청소년과 보호청소년을 대상으로 시행된 외국의 치료, 개입 프로그램들의 메타분석 결과들을 기초하여 재범예방 프로그램의 이론적 기반, 효과성 측정방법, 효과성 분석을 통하여 우리나라 보호관찰 및 보호소년의 재범예방 프로그램에 적용할 수 있는 함의를 찾고자 시도하였다.
본 연구의 결과는 범죄청소년뿐만 아니라 가족치료, 부모교육 프로그램을 통한 가족관계회복과 부모양육행동개선이 가족복귀이후 청소년의 재범을 줄이는데 중요한 역할을 하는 것으로 나타냈다. 또한 범죄청소년의 사회복귀를 위하여 지역사회 기반 프로그램의 개발이 중요하게 작용할 수 있으므로 지역사회 내 복지관과 연계한 사례관리 서비스 실행방안을 고려하는 것이 필요하다는 사실을 시사하였다. 나아가 개별청소년의 심리, 정서, 가족환경 및 특성을 고려한 개별화되고 인지행동접근을 포함한 집중적, 통합적 프로그램이 실행되는 것이 재범예방을 위한 효과적인 방안이라는 사실이 발견되었다.
