    This paper attempts to observe US financial sanctions against North Korea and to draw findings on the US policy. The US financial sanctions were commenced as a response to 911 terrorist attack on World Trade Center. The US successfully carried out the financial sanctions against North Korea (Banco Delta Asia) and Iran. Findings were, first, for this type of financial sanctions, the US used its power in the world financial system as a dominant player. Second, the US Treasury Department secondary boycott through US and foreign banks that have financial transactions with the target of the sanctions. Third, in order for the sanctions to become effective, the US went through the process of stigmatization of the target as a ‘rogue’ before it demand foreign banks to terminate relations with the target.
