핵억제이론에 입각한 한국의 대북 핵억제태세 평가와 핵억제전략 모색

다국어 초록 (Multilingual Abstract)

North Korea conducted its third nuclear test in February 12, 2013 following previous two tests in October 2006 and May 2009. It is believed to have developed several nuclear weapons and have made them smaller enough to be delivered by missiles.
It is high time for South Korea to rearrange or adjust its options or measures regarding North Korean nuclear weapons under the concept of “precision deterrence strategy” in addition to diplomatic approaches.
South Korea should demonstrate its capabilities to decapitate North Korean political leaders with precision strike capabilities in case of North Korean nuclear attack, while depending on the extended deterrence or nuclear umbrella of the U.S. It should use the precision surgical strike at the North Korean nuclear sites, if a nuclear attack is believed to be imminent. It should design its comprehensive missile defense shields and try to realize it gradually.
As key infrastructures for these deterrence measures, South Korea should establish a governmental-level organization to collect and analyze intelligence on North Korean nuclear weapons and reinforce the national crisis management mechanism.
