This study is premised on two assertions. First, the institution is a variable that influences the actions of an organization. Second, it is better to concentrate an analysis on characteristics of individual organizations rather than to deal with the government as a comprehensive variable. Every policy of the government has it own history, such that its characteristics are different. Therefore, we assert that the organization`s actions might be different according to its institutional character. Each policy shows its own institutional characteristics formed through through its unique history. By examining two crucial policy cases, the MOL`s wage policy and the MHW`s medical payment policy, we examine how institutional characteristics operated as influential variables. The institution is an influential variable in explaining the actions of these organizations. The study underlines the importance of examining the characteristics of individual organizations rather than treating the government as a whole when studying policy.
