Using modern methods of public administration under the local self-governance system in Korea, most local governments have been trying to provide a more convenient, more comfortable living environment for their citizens. Whether such endeavors have been paying off can only be appraised by citizens themselves. The quality of local governments` public services clearly may affect citizens` decision-making with regards to remaining in their present locality. Similarly, the quality of other local governments` public services may influence relocation decisions. Therefore, two research questions can be drawn. The first is whether different local governments` citizens have different levels of satisfaction with regards to quality of public services. A second question is whether there are changes regarding this satisfaction in different regions during successive periods of local self-governance. The goal of this research is to focus on measuring and analyzing how citizens subjectively evaluate the quality of public services, in this case focusing on the city of Daegu and its suburban counterpart, the city of Kyungsan.
