The purpose of this article is to analyze the degree of street-level bureaucrats` discretion in selecting welfare recipients and reasons for variation in this discretion. The components for measuring the degree of street-level bureaucrats` discretion include the discretionary judgements conducted by the welfare bureaucrats, their autonomy in doing work, the necessity for professionalism, and the level of welfare bureaucrats` professionalism. The factors influencing the degree of discretion are divided into four categories: factors related to rules and policies, to job characteristics, to contextual situation, and to the characteristics of street-level bureaucrats.
