It is difficult to understand and apply the term `governance` to the practical dimension of service delivery. Particularly in Korea, it is necessary to develop the relationships of multi-suppliers in service delivery processes. This study examines the social welfare service network by focusing on the structure of community care for the elderly, a delivery network in which government, market, and NGOs interact. Results of the network analysis indicate that health care offices are high centralized in the client network, as district authorities coordinate inter-organization contact in the network. The regional context largely determines the degree of diversification in the network structure. This means that `network` as a tool of governance varies with regional context at the local level. Based on these results, this study suggests some policy considerations in designing service delivery networks.
