정부신뢰의 영향요인에 관한 연구: 부안군 원전수거물처리장 입지사례를 중심으로 = The Analyzing of Factors Influencing Trust in Government

다국어 초록 (Multilingual Abstract)

The siting of obnoxious facility has caused many severe conflicts between policy implementers and local residents. Many factors have been mentioned as the cause of the conflict. This study considers what factors influence on trust-building between policy implementers and local residents, and examines the trust structure in the Korean government. The purpose of this study is to analyze such factors as government competence, participation, PR, consistency and transparency influencing on trust building. The analysis shows that the success of siting obnoxious facilities mostly depends on public trust in government. First, the trust building depends on competence of government which can assess the benefits and risks for the facilities. Second, the government needs to provide the residents with the opportunity to participate in policy making. Third, the government should offer them the reliable information about construction and operation of the facilities. Fourth, the government showed compensate them economically to cope with them protest. Finally, the communication chance between government and residents showed be established to relief the worry of local residents about the siting of facility.

국문 초록 (Abstract)

어떤 정책사례이든 정부의 구성원과 환경으로서의 이해집단이 정책목표에 대해 충분히 공감하고 서로 적극적으로 협조하지 않으면 정책의 성공은 기대하기 어렵다. 특히 갈등이 예상되는 정책집행 사례의 경우 정책의 성공은 이해관계집단이나 주민들과의 관계를 잘 유지하고 발전시키는 데 전적으로 의존하고 있다고 해도 과언이 아니다. 최근 문제가 되고 있는 혐오시설 입지결정 사례의 경우, 정부와 주민(혹은 이해집단)간 신뢰관계의 형성이 정책의 성공을 위한 중요한 조건이 되고 있다. 본고는 20년간 표류하고 있는 방사능폐기물처리장 입지정책을 대상으로 정부신뢰에 영향을 미치는 요인과 그 관계성을 분석했다. 이 논문은 실증적 분석을 통해 정부신뢰에 영향을 미치는 요인들을 확인하고 요인들 간의 관계성과 영향력의 크기를 확인하였다는 점에서 연구의 의의가 있다. 반면 정부신뢰라는 종속변수에 대하여 각 독립변수가 영향을 미치는 경로와 영향력의 크기는 사례에 따라 달라질 수 있음을 확인하였다. 특히 본 연구에서 정부PR요인은 정부신뢰의 가장 중요한 영향요인으로 정책의 투명성, 공정성에도 영향을 미치는 것으로 나타났지만 그 경로가 참여를 제외한 타 매개변인을 통해 영향을 주지 않음을 확인할 수 있었다.
