정권 초기의 가치지향과 정책우선순위: 참여정부와 이명박정부의 언어네트워크 비교분석 = Value and Policy Priority at Initial Periods of Regimes: Analyzing Semantic Networks in the Rho and Lee Administrations

다국어 초록 (Multilingual Abstract)

The paper examines value orientation and policy priority at the initial periods of the Rho and Lee administrations by analyzing semantic networks in presidential addresses. The results of analysis reveal the existence of differences between the two governments in terms of the frequency, density, centrality, and inequality of semantic networks. First, the Rho administration is mainly oriented to such values as participation, distribution, and administrative and political reforms, while the Lee administration is mainly oriented to such values as job creation, growth, corporate needs, and the economy. Second, President Rho places high priority on the fields of administrative, political, foreign, and unification policies, while President Lee places high priority on economic and social issues. Third, the Rho administration’s semantic network shows higher density than that of the Lee administration, while the Lee administration’s semantic network shows higher GINI coefficients than that of the Rho administration. The paper implies that the Rho administration tends to present stronger value orientation while the Lee administration tends to present higher inequality among policies.

국문 초록 (Abstract)

본 연구는 정권 초기 대통령 연설문에 사용된 단어 상호간의 언어네트워크를 분석함으로써 참여정부와 이명박정부가 추구하는 가치지향과 정책우선순위의 차이를 비교하였다. 분석단위는 6개 분야 총 73개 단어로, 두 정부가 사용하는 단어들의 절대적·상대적 빈도, 네트워크 밀도, 중심성, 그리고 불평등지수인 GINI 계수를 측정·분석하였다. 분석결과를 보면, 첫째 참여정부와 이명박정부는 각각 행정과 기업, 정치와 경제, 분배와 일자리, 참여와 실용 등 국정가치의 지향점이 뚜렷하게 구분되었다. 둘째, 참여정부는 정치와 행정, 그리고 외교통일 분야에 상대적으로 정책우선순위를 둔 반면, 이명박정부는 경제와 사회분야에 상대적인 정책우선순위를 두었다. 셋째, 참여정부는 이명박정부와 비교하여 사용언어의 네트워크 밀도가 상대적으로 높아 가치지향성이 강하게 나타났고, 이명박정부는 참여정부와 비교하여 가치상호 간의 불평등지수가 높아 상대적으로 정책불균형이 강한 것으로 나타났다. 본 연구는 두 정부의 공통된 가치와 소외된 가치를 규명함으로써 정책 상호간의 가치갈등이나 불균형을 완화하기 위한 실증적 토대를 제시하였다는데 의의가 있다.
