Not only practitioners but also scholars of organization and management have been confused by various approaches toward conceptualizing organizational effectiveness. The purpose of this study is to review and analyze a number of such conceptualizations of organizational effectiveness and to try to re-conceptualize it, To accomplish this aim, conceptual definitions, operational definitions, and measures of organizational effectiveness were reviewed. Characteristics and measurement methods were studied by approaches and by authors. Conceptual definitions of organizational effectiveness were reviewed based on books of organization theory and management. Operational definitions and measurements were reviewed based on articles published since 1980. Organizational effectiveness was re-conceptualized. It was defined as the degree of accomplishment of organizational objectives determined by consensus, using the entire organizational capacity of the system.
