사회적 기업의 이해 = 미국과 유럽의 사례를 중심으로

국문 초록 (Abstract)

1980년대 이후, 미국과 유럽의 복지국가에서 사회적 기업이 확대되었다. 그러나 사회적 기업에 대한 미국과 유럽의 개념을 비교하는 것이 거의 없어 그 주제를 다루는데 어려움이 있었고 외국의 경험에서 배우고 모색할 기회가 거의 없었다. 본 글은 두 지역에서의 사회적 기업 연구자들의 문헌 고찰을 통하여 미국과 유럽의 사회적 기업을 비교한다. 그것은 미국과 유럽의 학계와 실천가들에 의해 사용된 사회적기업의 개념을 개괄하고, 제3부문으로서의 사회적기업의 고용창출 방안과 사회적기업의 제도적이고 법적인 환경을 살펴봄으로써, 2006년 12월 사회적기업육성법이 제정되고 2007년 7월 시행된 한국의 사회적 기업에 주는 시사점을 확인한다.

Social enterprises have expanded in the United States and the United Europe since European Union since the 1980s. As there was no comparative concepts between the US and the EU, it was very difficult to deal with the topic and to learn the experience from those countries. In this study, I aimed to compare with social enterprises of the US and the EU through literature review. So as to obtain the objective, I examined the concepts of social enterprises used by scholars and practitioners first, over-viewed the job creation policies of social enterprises and the institutional and legal environment surrounding social enterprises, and finally identified policy implications for Korean where the Social Enterprises Promotion Act was enacted in July 2007.
